I tried updating the driver for this ITECIR device from windows update and now it is 5.1.0.6, dated. Also showing now in device manager are Microsoft eHome Infrared Transceiver, 3x HID-Compliant Device, 2x HID-Compliant Consumer Control Device.
It shows in device manager as ITECIR Infrared Receiver (EC).
